REGULAR MEETING

COMMISSIONERS’ MEETING ROOM

 

Coffee County Board of Commissioners met in regular session on Monday, March 7, 2011, at 9:30 o’clock A.M. with the following present:  Chairman Jimmy Kitchens, Commissioners Earl Brice, Frank Jackson, Charles H. Deen and Tom Rice, County Attorney Tony Rowell, County Administrator Wesley Vickers and County Clerk Jo Ann Metts.  Chairman Kitchens called the meeting to order and welcomed everyone.

 

Rev. Matt Rutland, First Congregational Christian Church, North Madison Avenue, Douglas, Georgia, gave the invocation.  Rev. Rutland encouraged all the ministers to join the Coffee County Ministerial Association.  Everyone participated in the pledge of allegiance to the flag of the United States of America.

 

Chairman Kitchens announced the annual Coffee County Steer and Heifer Show would be held today at 5:30 o’clock P.M. at the Wiregrass Arena in Nicholls, Georgia.

 

Commissioner Rice stated he would abstain on voting for approval of the minutes of the pre-meeting work session and regular meetings on February 21, 2011, as he was absent for these meetings.  Commissioner Brice made a motion to approve the minutes of the pre-meeting work session and regular meetings held on February 21, 2011, and this was seconded by Commissioner Deen.  Chairman Kitchens and Commissioner Jackson agreed.

 

Commissioner Jackson made a motion to approve the agenda by adding (10. A. Declaration to sell surplus fire truck) and this was seconded by Commissioner Deen.  All Commissioners unanimously agreed.

 

Mr. C. T. Peavy, Chairman of the Board of Elections presented information in reference to the SPLOST V referendum to be held on March 15, 2011.  Mr. Peavy reported that it  was not going to be necessary to hold an election in Nicholls, Georgia, due to the fact that only one person qualified for the post in Nicholls.  Also, Mr. Peavy stated the advance voting dates were March 8, 9, 10 and 11, 2011. 

 

Mr. Charles Roberts, Coffee County Building & Zoning, stated this was the first reading of a request from Mr. Todd Winkler to rezone 1.0 acre of land located at 7330 Highway 221 North from AF to C-Commercial to be used for a small office including a car lot.  This was previously approved by the Douglas-Coffee County Planning Commission on February 17, 2011.  The public hearing and the second reading will be held on April 4, 2011.

 

County Attorney Rowell stated Mr. Orson Adams had 190.03 acres of land located on the Osbon Mills Road that the City of Douglas wanted annexed into the City Limits of Douglas.  There are no improvements on the land by the County.   The City of Douglas will then apply for rezoning of this property.  Commissioner Rice made a motion to affirm the annexation of this property and this was seconded by Commissioner Jackson.   All Commissioners unanimously agreed.

 

County Fire Chief, Scott Merritt, stated he had a 2007 Pierce Fire Truck that needed to be declared surplus and sold and a smaller truck purchased.  Commissioner Jackson made a motion to sell this fire truck and purchase a smaller truck and this was seconded by Commissioner Deen.  All Commissioners unanimously agreed.

 

Commissioner Rice made a motion to adjourn the meeting at 9:49 o’clock A.M. and this was seconded by Commissioner Jackson.  All Commissioners unanimously agreed.
