REGULAR MEETING

TUESDAY, JANUARY 3, 2012

COMMISSIONERS’ MEETING ROOM

Coffee County Board of Commissioners met in regular session on Tuesday, January 3, 2012, at 9:30 o’clock A.M. with the following present:  Chairman Jimmy Kitchens, Commissioners Earl Brice, Frank Jackson, Charles H. Deen and Tom Rice, County Attorney Tony Rowell, County Administrator Wesley Vickers and County Clerk Jo Ann Metts.

Chairman Kitchens called the meeting to order.  Commissioner Rice introduced Mr. Steve Carver, County Fire Chief, who gave the invocation.  Everyone participated in the pledge of allegiance to the flag of the United States of America. 

Chairman Kitchens stated the officers for 2012 needed to be elected.  Commissioner Deen made a motion to appoint the following officers for the year 2012:

            Chairman                                             Tom Rice

            Vice Chairman                                    James E. Kitchens

            Clerk                                                   Jo Ann Metts

            Deputy Clerk                                      Princess Porter

            Road Superintendent                          Don Stokes

            Assistant Road Superintendent          Wendell Troupe

            County Auditor                                  Robb Hurst, Hurst & Hurst

            County Attorney                                 Tony Rowell

This motion was seconded by Commissioner Brice.  Commissioner Jackson expressed his disapproval of Commissioner Kitchens serving as Vice Chairman since he had been Chairman for three previous years.  Commissioner Jackson expressed his concern for not having an executive session to discuss these appointments before the meeting.  Commissioners Deen, Brice, Kitchens and Rice approved these appointments.  However, Commissioner Jackson opposed the appointment of Vice Chairman Kitchens.

At this time Chairman Rice stated he wanted to congratulate the new Mayor of the City of Douglas, James Dennis, and the Commissioner, Richard Hutcheson.

Commissioner Kitchens made a motion to approve the minutes of the pre-meeting work session and regular meetings held on December 19, 2011, minutes of the work session held on December 21, 2011, and the minutes of the special called meeting held on December 29, 2011, and this was seconded by Commissioner Brice.  All Commissioners unanimously agreed.

Commissioner Deen made a motion to approve the agenda and this was seconded by Commissioner Brice.  All Commissioners unanimously agreed.

County Administrator Vickers stated the 2012 Indigent Defense agreement for the Waycross Judicial Circuit Defender Office needed to be approved.  This agreement is approximately $30,000.00 less than 2011.  Commissioner Kitchens made a motion to approve this agreementt in the amount of $167,861.24 and this was seconded by Commissioner Brice.  All Commissioners unanimously agreed.

County Administrator Vickers stated Mr. Steve Carver had been the Interim Fire Chief and the Interim EMA Director and had served as the Deputy EMA Director and now had the necessary schooling to be named the EMA Director for Coffee County.  Mr. Carver has worked for ten years at the fire department and the County appreciates everything he has accomplished during this period of time.  Commissioner Jackson made a motion to appoint Mr. Steve Carver the EMA Director for Coffee County and this was seconded by Commissioner Brice.  All Commissioners unanimously agreed. 

Commissioner Brice made a motion to adjourn the meeting at 9:43 o’clock A.M. and this was seconded by Commissioner Jackson.  All Commissioners unanimously agreed.
